Command: Quests - another variation of 'people'

Description:
	List informations about solved Quests of logged in players (not
	wizards).

	If an argument is given, it is done for this player, also for a
	wizard. 

Syntax:
	Quests
	Quests <player>

Note:
	'Quests' can be abbreviated to 'Quest'.
