Thank you for your valuable input.

After long consideration (~12 years) I'm willing to give you the following
answer or explanation:
1. 'look at' or 'examine' (abbr. 'x') is for a closer look at/examination
   of the sign itself, it's appearance and maybe the direction it points.
2. 'read' is to get the contents of the sign.
3. Often there is an idea behind seperating those two actions. Not every
   time, I have to admit.
4. Wizards are encouraged to respect consistency in the behaviour, see
   #1 and #2. But since there are a lot of them, wizards and signs, it
   in fact could be, that the concept isn't thouroughly followed.
5. Life ain't fair.

I think, some higher level wizard may learn from this or may even put it
on their personal agenda, so I let this note stand here. Other players
may learn something from this as well (at least see #5).
