Command: at - executing a command next to a player/wizard

Description:
	Executes a command in the environment (room) of a player/wizard.

Syntax:
	at <player> <command>

Examples:
	at snake giggle
	at kiri wave kiri

Note:
	The player/wizard can be called by the 'alt_name' if online.
